President of the MENTOR Technical Group has over 18 years of experience within the pharmaceutical, medical device and building automation industries. has worked as Utilities Engineer, Process Engineer, and Utilities Manager for Johnson and Johnson, Procter and Gamble, and Warner Lambert, among others. His last assignment was as General Manager of SIEMENS Building Technologies Caribbean Branch. Mr. Soto also served as President of the Johnson and Johnson Engineering Council.
Mr. Soto is a true visionary who remains unwavering in his commitment. He inspires his staff to give their best and serve their clients better every day. Mr. Soto is an out-of-the box thinker who dreams big and proceeds to make those dreams a reality. Felix Bernard is the Managing Partner for the Utilities Management Division. Mr. Bernard has over 12 years within the pharmaceutical, medical device, and building automation industries. During the past ten years, he has been involved in projects related to commissioning, start-ups, and validation of solid dosage, and parenteral facilities. Mr. Bernard formerly served as Utilities Engineer and Maintenance Engineer for Johnson and Johnson. His last appointment was Senior Sales Engineer for the Pharmaceutical Market with SIEMENS Building Technologies, Caribbean Branch.
Julian Rodriguez, MBA, BS

Julian Rodriguez, is the Managing Partner for the Regulatory Compliance/Validation Division. He has over 25 years of experience in the areas of project management, validation, regulatory compliance, quality assurance, quality control, manufacturing, packaging solid dosage, and parenteral pharmaceutical industries. He has extensive experience with facilities, equipment and systems, computer system validation, commissioning, start-up, qualification, (IOP/Q) preparation of validation documentation, and all related documentation required for FDA approval or certification of facilities.
